In Files, can I post a link to an outside resource instead of uploading a file?

Hi @erina ...

Nope... the "Files" area cannot store website URLs...unless you put those URLs in a document to upload to your course "Files".  If you want to have a list of websites for your students to access, I would recommend that you create a page in your course that contains those website URLs.
