I want to remind students to complete a quiz. How do i do that.

Hi,  @tmantey  Welcome to the Canvas Community! The "Message students who..." feature in the Canvas Gradebook will allow you to send a message only to those students who have not yet completed the quiz. How do I send a message to students from the Gradebook?  provides the instructions.

well, this works with graded quizzes but what about ungraded quizzes and surveys? How do I send reminders there? This would be very useful for e.g. for course surveys etc.

I found a workaround by making the survey a "Graded Survey" but awarding 0 points for completing it. After the survey becomes a graded survey, it appears in Gradebook and we can now send messages to those students who have not completed the survey just like a normal quiz.
