Is there a way to add a link for apps such as Star Reading, Big Ideas Math or any others that can't be added as an LTI for all teachers that would like to access them?

If you wanted it added to a specific module, then the easiest way is for the teacher to add it (this can be automated for them, but it requires some programming) as an external URL.
If you want it to appear in the Course Navigation menu, then use the Redirect Tool.
Go to Admin > Settings > Apps. Search for Redirect.
Adding it to the Course Navigation menu allows instructors can decide whether to include it in the course using the Course Settings > Navigation menu. However, doing this will make it show up for all courses by default and teachers who don't want it will have to remove it.
You can manually add the Redirect Tool using the API and specify that it should be enabled but not displayed by default, but that's a bit more complicated.
