Is there anyway to create a rubric (not attached to outcomes) and get a grade report csv that reports out by criteria score AND includes feedback comments?

None of these look like exactly what you want, but hopefully you'll still find something useful that might help.

 @jmintz ‌ if you have experience with the API, definitely take a look at this post:

When you get the submission results it should include the comments, and you can dump the data to your custom reporting format.  The article walks through the process of iterating through all assignments to detect where rubrics are used, and how to iterate through each submission to extract the rubric data and rebuild the rubric on your end.

I hope the post helps, while Canvas works on a canned option

All of the responses have involved using the API, which I have ZERO experience with. What I am asking for is a simple, pre-made report. This is my biggest frustration with the Canvas interface. If we want teachers using rubrics to gather data to guide instruction, they need to get a SIMPLE report that will deliver the data.
