When I use the SIS Export report to pull courses from a term, the Status column values are "Active" for all courses in the report. I thought that column indicated whether the course was published or not. There should be many unpublished courses in the list. Yet, all the unpublished courses are marked as active. Am I mistaken by what that column represents?

The SIS Export report generates the files needed to re-create the courses via SIS import, not necessarily to tell you the current state of the course.
By default, when courses are created via SIS Import, they are created in an unpublished state, and that status is changed to after the instructor publishes them.
If you are looking for a report that indicates the actual current status of the courses, you will want to use the Provisioning report. That does indicate the current published status un the "status" field, with published courses having an "active" status, and unpublished courses having an "unpublished" state.
