What is the best way to set-up cross class working groups for students in same subject? ie. Allow English students in 8A to be in a working group with students in 8C? Also for setting of differentiated tasks and levels across a whole course?

One way that comes to mind is using Sections.

As for differentiation Canvas offers so many options there. Assignments, discussions, quizzes, modules can all be assigned to small groups, individuals or the whole class.
There is also a magical thing called mastery paths that some teachers have found really helpful for differentiation. Here are a few guides for those too:
