Are you referring to the Doc Viewer toolbar in Speedgrader?

Annotation tools are not available for text entry assignments.
So, no you cannot mark-up text entered submissions. All you'll be able to do is just add comments in the rubric or the grading area. How do I grade a text entry submission in SpeedGrader?
If I have misunderstood your question, and you're missing the Speedgrader interface altogether, then it may be an issue with your browser. Try switching browsers and/or ensuring you have the most update version of your browser.
