Hi there,
Is there an Admin functionality available that we can utilise which would not enable the students to begin an assessment (or begin to upload an assessment), until they have clicked a check box to state they have read the terms (similar to when people have to tick a checkbox to state they have read Terms and Conditions before they can progress through a form)?

A couple of ideas. In a quiz, your first question could be such a checkbox.
For a course, you could create a quiz with one question acknowledging the terms and conditions. If it was in a module, you could use the requirements tools to make it a prerequisite before the remaining modules open. I do something similar to this in all of my courses. Students have to acknowledge they have read my syllabus, have the required textbook and software, and and acknowledge an academic honesty statement. They can't access their first unit's activities until they do.
