Sub Accounts

I'd like to be able to organize sub accounts by different criteria - college, external users (e.g., presenters, speakers, book publisher reps), fake students, etc.

At present, there is only one sub account screen, which has no sorting/searching options.

Also, I'd like to be able to add permissions like sub account creation to a sub account without giving root access.

What are the possibilities with this?
