I have a simple question. I can't seem to find how to add a new handout to the handout page and publish the handout for students?

Canvas does not have a "handout page." Could this be something created by your own institution? I'm going to treat it like there is a page with a list of handouts and you want to add something to it.
If you have permissions to edit the page, but don't know how to get a document uploaded (the icons can be a little confusing), then these lessons from the Canvas Instructor Guide may help:

Depending on the institution, you may not have the ability to change content. Some schools use instructional designers that create content and don't let teachers edit the pages. Other schools use blueprint courses that are created at a departmental level and then pushed to the course level without the ability for the instructor of the course to change. If any of those sound like a possibility, then contact someone at your institution.
