Is it possible that when a student claims that he submitted a video, and that he saw the submission sign, but to later finding out the video was not actually uploaded in to Canvas?

I can't say for sure based on that information, but if the student saw a confirmation of an assignment being submitted and it involved a video, it should be there.  I don't have the exact workflow in front of me, but I could see a situation where the students selects a video but misses a step to actually attach it to an Assignment before submitting.  So in that case they might have seen a confirmation of submission, but no video attached because they missed that step.

Thank you for answering, but if the student sees a submission confirmation, I should have received like some type of notification because even though nothing got submitted, the system in theory indeed sent a notification to the student. It is my guess that on the teacher's side would have happened the same, or not exactly?

Submitting video from a mobile device is quite complicated because there are so many moving parts. How large is the video? Did they submit on wifi or cellular, etc. All of these complicate the process. 

Outside of a bug in the Canvas app, I doubt they would get the confirmation but it wouldn't submit. Either way, it might be a good idea to follow up with Canvas Support (or your local support) to see if they can investigate the student submission to get more information and possibly fix a bug.
