how do we listen to a voice-over on a presentation that has been uploaded by our lecturer? I know we have to download it but then nothing happens still.

This sounds like it could be specific to the file you have downloaded or the setup of the device you are using to open the file. In either case, your instructor/lecturer will be able to help you troubleshoot the issue and connect you with local support that can assist you.
