From your description, I'm not entirely sure what you're wanting to accomplish.
At face value, it sounds like you want to take the contents of a district email and place it on a Canvas content page. Perhaps they sent out an announcement about COVID-19 that you want all of your students to see? In this case, copy/paste is the easiest may to move it. Realize that some links may break and attachments will not come through with a simple copy/paste. Somehow I do not think this is what you're asking about, though.
Another possibility is that you want your district emails to show up inside Canvas so that you do not have to check to places. There is no easy way to accomplish this. Canvas conversation system is not intended to be a replacement for email. They have different purposes, although both serve as means of communication. You can set up Canvas to send notifications to your regular email and you can reply from your email to a Canvas notification. There is no provision for forwarding external email into Canvas.
