I'm trying to unlock a module for a single student so she can proceed to the next module

I remember there is a work-around. You give an excused on the required assignments to this student, and delete the EX, so it turns blank. this way, the student can move on to the next module, he can come back and submit the assignment later. However, it is just working for graded requirements. For non-graded, or sequential grading, I don't know there is a way other than having the students complete these tasks.
