I have 2 children in the same class. They both were receiving emails from their teacher through Canvas, but now my younger daughter is not getting any emails from her teacher through Canvas, but my older daughter is. They have the exact same settings for notifications, the email address is correct, it is not going to spam, it has not been blocked. Their teacher and I have been working on this for at least 5 hours. I'm at a loss as to what else to do.

Wow! That's a lot of troubleshooting. I can only imagine how frustrated you, the teacher, and your daughter is. While I can't see your account, I can maybe get you pointed in the right direction. We may need to trade messages a few times, but I'm willing to collaborate! 🌞
With your younger daughter, can you check the Course Level Notifications? There's a chance that she opted-out of these notifications on accident.
