Add Rubric button not Showing up in Add Assignment

I am not able to add a rubric to an assignment.  When I click the add assignment assignment button; the add  rubric button does not display at the end of the assignment.  

I believe it may have something to do with the Mastery Paths feature.  Does this feature have to be turned off in order to add rubrics to assignments?

I'm copying this from a similar question:

In the Guides, you will find the guide, "How do I add a rubric to an assignment?" As described in the guide, you should see the rubric button at the bottom of the assignment once it has been created. If you're in Edit mode, then you won't see it. You will be able to add it after the assignment has been created.

If  @cmccann1  response doesn't solve the problem, consider this:

You cannot add a rubric to an external tool assignment. The work-around is to create the assignment as some other type, add the rubric, then go back in and edit it and change it to an external tool.
