I'm logged in on my laptop and when I go to discussion I dont see the blue icon that is up the top with the + sign that is showing below so I can start my discussion.

Instructors determine whether students can start their own discussions or not; chances are, if you don't see the + Discussion button, it means your instructor has disabled that capability in the course. If you want to contribute to an existing discussion, click on the topic to post your reply.
All of that said, if your instructor has instructed students to start their own discussions, you'll need to contact the instructor directly for additional guidance, and the quickest way to do that is to send a message through the Canvas Inbox (How do I send a message to a user in a course in the Inbox as a student?).
