Hey Ariane, great question! My team is currently working on two projects that will improve things here. One is our localization project which will allow Arc to display in any language supported by Canvas and Bridge. The other is the ability to add multiple caption files to a video, so you can add a few different caption tracks in different languages to the same video if you'd like.
As part of these projects we'll also be fixing the weirdness you're seeing with question marks around diacritics or Chinese characters. I don't have a firm ETA but my best guess is that this issue will be resolved by end of May or early June.
