Without knowing the purpose of the images the students are submitting, it's difficult to say what's a better way. I'm going to tag in @KristinL as both an Canvas expert and Art Teacher.
In general though when I have students submit photos, I have them add it to a slideshow or a document so that there can be some text for explanation of the image. Then these docs or slideshows can be marked up with annotation. It also makes it easier to have all the photos in one file rather than having to flit through multiple submissions.
