How do YOU go about reusing quizzes year-to-year?

How do you go about reusing quizzes from year-to-year in? 

Do you export things into Commons?  Export to a Sandbox course?  Something else?

I'm trying to help some colleagues with this issue.  (If I were starting from square one, I might do this - but I'm looking for better ideas!)  1) Create a Sandbox course and then as I build quizzes in my courses, I would 2) import them into the Sandbox course into Question Banks broken down somehow.  This way, I could 3) import the question bank as needed into my current course year to year.

As the Sandbox course should always be available to me, I should be able to pull import questions from it year to year.

Thoughts?
