I have the same/similar question. I build quizzes with extra possible points, then score out of a lower total score for the exam. What I did last semester was to build a graded quiz and put it into a separate assignment category that was weighted at 0% for overall points, then transferred the final student scores to the actual exam assignment in my exam category. That method works, but it's clunky.
I just discovered yesterday that for graded SURVEYS, it's possible to set a total point value for the survey to determine the number of points students receive when they complete a survey even though internally the survey sets a default point value for each question. I was happy to find this information because it was exactly what I needed to know to set up beginning of semester surveys to replace the paper forms I have asked students to fill in until now.
So, I came back in today to look again to determine whether there was an option to directly set the total points possible for a graded quiz - and there's not, other than manipulating point values of individual questions, which isn't what I want to do. So, for now, will continue to create two assignments for an exam, so I can assign the points for an exam the way I want to. I guess another possibility would be to pro-rate the question points to get the desired "total exam points" and regrade the questions during the review to reflect the actual number of points awarded to the student for each question.
