Is Regrade an Option for Blueprinted Courses

Hi Everyone,

Can the regrade option still be available in a Blueprint course when the quizzes are locked. 

Here is the answer I got from our instructional designer when I asked how we could regrade quizzes in a brand new course using new test banks where we now have to go back and regrade, "For each section, we can export the gradebook, make changes to the grades of an assignment, and then import it back." 

I am being told that locking quizzes and exams is best practice for all the online courses. I love the benefits of consistency across sections, but as a faculty member responsible for my student's learning and outcomes this really concerns me. Any suggestions for what might be a solution.
