Please let me know how to create multiple versions of an assignment to students without using the Quiz module/functionality. Thanks.

When you create an Assignment you can Assign it to individuals instead of to the entire class.  So lets say you have 3 variations of the Assignment; create the Assignment and in the Assign section in it, remove "Everyone" and instead add the names of the students this assignment is for.  Create the 2nd and 3rd version of the Assignments and do the same thing; remove "Everyone" and only add the students who the assignment is for.

Students will ONLY see the version of the assignment they have been added to.
