Step not completable error

I'm getting an error when i created some new pathways referencing the first step in the pathway. The error reads:

Step not completable:
 Add children or requirements to this step to allow it to be completed.

Since it's the very first step, I don't know what I need to add. There are no child steps since this is the first step and I put the requirements in as completing this activity in the module it appears under.

Any ideas what i need to do and why?
