Page moves when annotating

When trying to annotate student work on an ipad, I am no longer able to use the annotation tools because the page moves instead of annotating. It used to work great. I have tried using the tool with the app and a browser. All that happens is the .pdf moves and I can’t use any of the tools. Does anyone have suggestions or have had a similar issue?
