Why is my to do list always empty when I know I have assignments to grade? When I’m on a PC, I see my to do list, but when I use the app, it says there’s nothing to grade. I’ve uninstalled and reinstalled the app multiple times. Logged out and back in. I can’t seem to get it to work. Help please! I want to love the app, but it makes grading a real pain.

I don't know of a fix for missing notifications outside of what you have already done. I would suggest you reach out to your local tech support or Canvas Support if you have direct access to them. I think an asynchronous investigation into the issue might help you find a solution.
I am one of the two Canvas admins on my campus, and we are hearing the same issue from students here who have come to us for help.
Just today I tried to help a student who is having a similar problem; none of my class assignments are showing up on her "To Do" list! They are present when I look at Canvas, and when one of our eLearning people viewed her account from his desktop everything looked normal, but on her phone her list was empty for my class even though assignments were being populated for her other classes AND I know that my assignments show up for other students in my class. She claimed that her "To Do" list was also not showing my class assignments on her home-use computer (a Chromebook). Any work put toward making the "To Do" list reliable would be greatly appreciated!
