Comment Library

The comment library is supported in SpeedGrader. This change provides consistency between the web and mobile app versions of Canvas and allows teachers to use the comment library using a mobile device. Teachers need to manage the comment library using the web version of Canvas. The comment library opens when a teacher begins to type a comment in the comment field and there is a match for the comment in the library.
