Assigning and Assignment to a few students

Is there a way to assign a non graded assignment (review answer key) to only a few students who get copies of review answers in their IEP? I want the review answers only to show up in those student's canvas not anyone elses. 

I tried creating a non graded assignment and typed in only those students names but  when I hit save it says I did not include their whole class and I hit continue. I do not know if it went through and those students can see the review answers without anyone else. If I publish it will my whole class see it?

Just to be sure, are you following the directions outlined in this Guide?  How do I assign an assignment to an individual student?
