Can I make students answer one question in a quiz before moving onto the next question?

Problem: I have a quiz where students can see their correct answers immediately upon completing the quiz and then retake the quiz. Some students are going through the quiz on the first attempt, not answering any questions, looking at the correct answers, and then going through and getting 100% on their second attempt.

Solution I'm looking for: Is there a way within the quiz to require students to type/select an answer for each question before submitting the quiz?

This answers the headline question of how to make students answer one question before moving on to the next question. However, the other question in the body of krichman's post is different--wondering whether it's possible to prevent students from submitting a quiz with NO responses. The problem is that some students figure out that they can submit a blank quiz, copy the answers down, and then submit a perfect quiz. I know that I can restrict the quiz to "one attempt" or set the "score to keep" to "average," but in my noncredit ESL class, I like to let them try for 100%. Until this month, that hasn't been a problem, but apparently there's one student in every bunch who tries to game the system.
