Can I add a rating level to my rubrics on Canvas?

Maybe.
If the criterion is linked to an outcome, then the ratings are determined by the outcome.
If the rubric has been used for assessment, Canvas will give an alert, but allow you to do change it.
If the rubric has been used in more than one spot, then editing it to add a criterion will result in a copy of the rubric, so it won't be updated in all places you use it, but you can edit one of the instances.
If you do not have permissions to modify the rubric (you teach but someone else designs) or if you are teaching a course associated with a blueprint course and the person who controls the blueprint course has it locked down, then someone else will need to change it.
