When I make a copy of a course, is the discussion board from the original course connected to the copied course?

No, the discussion topic you imported into a new course should be completely separate from the other.  Meaning...no student postings from the one course would copy over to the other course.  It would essentially be a brand new discussion topic for a separate set of students.
