Hi

Is it possible to rollover a course without the previous users on it, all I need is the content of the course but no users on it.

Yes. This is exactly the way that Canvas copies courses. Copying a course does not copy users at all. User information is not exported when you export a course, either.

If you need information on how to copy a course, look at the Course Import Tool section of the Canvas Instructors Guide. There are several ways to accomplish this, none of which will copy user information.
