Course for Teacher Growth and Evaluation Documents

I am the Academic Dean at our school (6th-12th grade) and am responsible for the implementation of our faculty growth and evaluation program.  I am looking into a way to setup a course that I could use for this purpose (to collect documents, leave comments from observations, etc) that only top senior admin can access.  My main concern is that there are some teachers who wear a few hats at our school and have admin access to all courses for curriculum purposes (curriculum director, department chairs, etc)  and these individuals should not have access to the personnel information that this course will contain. 

Does anyone know of a way to set up a course in this way?
