Can this be accessed on any page or does a teacher have to activate it in order for it to show up for students to make use of?

Canvas Admins must first enable the feature it in the administrative settings. It can be On, Off, or Allow. If they choose On, then it will be available on every content page without the teacher having a say. If they choose Allow, then the teachers must go into their course settings page and turn it on the features tab.
