Make students view my comments

I'm SO frustrated with students not reading my assignment comments or even the comments on their rubric; is there a way to force them to read them??  Maybe set it up so they can't do the next assignment until they're reviewed the grade & comments on the last one?

There's no way to force them to, no. One way you could manage this is to set up Module rules that don't allow students to move forward until they've received a score on an assignment. When you're grading, leave comments as normal but do not put a score into the assignment. They'll get a notification that a comment has been made, but they shouldn't be able to move through the module until you go back and add a score following their replies, etc.
