I have allowed the upload of jpeg and png files and canvas is telling students they can't upload. What do I tell them?

Without being able to see your course or the specific situation that you are asking about, this is a little hard to troubleshoot.  Are you limiting the kinds of files that can be submitted to you for a specific assignment in your course?  If so, could you please share a screen shot of your assignment details where you are indicating the file types that are acceptable?  This may help in figuring out a solution for you.  Thanks...take care, stay safe, and be well.
