RCE help

My Rich-Content Editor isn't showing up as a link in the upper right-hand corner of my pages, assignments, etc.  I'm trying to embed a google slide on to my homepage. I've watched the tutorials and can't figure this out.  I found RCE in settings and it is set to On, yet it can't find it.

You should be in the latest enhanced interface, it is located under the RCE window.

It appears the new RCE still uses TinyMCE, but when we turn on the new RCE, all the custom buttons and functions we built for the RCE disappears. Why does the new RCE not load our custom buttons/functions? We MUST have our custom buttons we created. Our Teachers rely heavily on the macro-type buttons we added to the RCE. Buttons such as adding a monthly calendar with one click, or inserting embed code without using the HTML view, or adding daily agenda with one button, etc, etc.
