As a teacher, how can I set restrictions to students to start a new conference by themselves? They often select +Conference by a mistake and confuse other students.
Also, can they join a conference without receiving an invitation link?

(1) The ability to create a conference is a permission based on the user's role (it is the "Web Conferences - create" permission). It can be enabled or disabled for the student role by the school's local admin—but keep in mind that the admin would be disabling that capability for all students across all courses in the school's account. In the meantime, you could hide the Conferences link from the course navigation, as described in How do I manage Course Navigation links?
(2) Only those individuals who have been invited to a conference can join it. Please refer to https://community.canvaslms.com/docs/DOC-12687-415241306 as well as the internal links within that document.
