This is a question to those who use Zoom inside Canvas, if a participant is removed from a reoccurring meeting, can the participant rejoin future reoccurring meetings?

This is really a Zoom setting independent of whether it's used in Canvas or not.  According to the Zoom document at https://support.zoom.us/hc/en-us/articles/360021851371-Allowing-removed-participants-or-panelists-to...

By default, if you remove meeting participants, webinar attendees, or webinar panelists from the live session, they will not be able to rejoin the session using the same email address, but will be able to rejoin a future session.
