Do you mean in the modules or the list of pages?
In the modules page, instructors can drag and drop items (not just pages) to reorder them. Students cannot change the order of the items in the module.
On the list of pages, you can reorder them by clicking at the top of any column to sort by the column. There is no way to manually sort them and any sorting you do will not be remembered the next time you load the list of pages and they do not apply to anyone other than you. Instructors who want pages in a specific order should either name in the order they want them or use modules to organize them.
