Recurring error message with Portfolios

I am experimenting with Canvas Portfolios (the Evaluation type), which we have enabled in one subaccount in our production environment, and this morning, I keep getting a red error message, reading that "You are not allowed to perform this action. Please contact your administrator." Except, I'm one of the root account admins at my school. 

The box would generally come up when I would try to save a change, such as adding a skill to a "New Experience." I would then click "Save" again 1 to 5 more times, and eventually, my changes would save.

I didn't experience this issue the last time I played around with Portfolios. Is anyone else experiencing this issue?
