Dynamic Registration Error: Client does not have access to the specified Canvas account

In the past couple of weeks we have started to get this error from Canvas when we are trying to use dynamic registration.
"Unauthorized client - Client does not have access to the specified Canvas account"
I'm getting this error when using a Developer API key which was working in the past and I also get this error if I try to use a new Developer API key.
As far as we can tell nothing has changed with our application code so we are thinking something might have changed in Canvas that has cause dynamic registration to stop working.
I saw this other recent ticket (https://community.canvaslms.com/t5/Developers-Group/Problem-with-LTI-Dynamic-Registration-on-beta/m-...) which seems like a similar problem but that seems to have been resolved while I'm still experiencing the problem.
Any suggestions what the issue might be or how we can fix it?
