I have a folder full of quizzes (zipped qti xml) that I need to import. Does the Canvas API have any methods that will allow me to automate importing of quizzes? I understand that an instructor will need to confirm the quality of the resulting import.

I just tried importing a QTI file with the content migration endpoint and the quiz was created and the questions went into a question bank with no problems.
To the best of my knowledge working with Canvas for the past almost-3 years, unfortunately, NO. Your folder full of QTI XML files need to be imported one at a time as .zip files.
I haven't tried it, but the content migration endpoint (Content Migrations - Canvas LMS REST API Documentation) has a migration_type of qti_converter.
That might be worth investigating.

I've got the import via API working now - the imported questions go into a new "No Name" question bank, and a new quiz is automatically generated. I can rename that new quiz to something appropriate to the import (that poorly-named quiz is a bug in the web interface too), but unfortunately there is no Question Bank api available for me to move questions into the new quiz

My next attempt will be to skip the QTI migration step - just take the quizzes I have in a 3d-party format and import them directly using the Quiz/Question API. As I represent an organization transitioning into Canvas, these activities are high priority.
