Is it possible to get a list of every student at the university as an admin? if so how? if not what would be the best way?

Just need the SIS_ids of every student.

Run the Provisioning Report and select to get the users. Details on how to run an report are: https://community.canvaslms.com/t5/Admin-Guide/How-do-I-view-reports-for-an-account/ta-p/109

There is also an API that allows you to do this: https://canvas.instructure.com/doc/api/account_reports.html

Is there anyway to automate this? or do it via the API?

The normal way to automate this would be to have a job outside of Canvas that call the API on a schedule if you need this.
