Using accessToken in API to get the course workflow_state for a student without login to Canvas

is it possible to get course workflow_state   from external application by requesting from  the following url  without login to canvas

https://yourcompany.instructure.com/courses/12/modules/progressions.json?user_id=studentid&access_to...
