include[] parameter in Get Single Rubric API Does Not Return Assessments

Hello,

We are trying to get the assessments associated with a rubric using the Canvas API -- specifically, the Get a single rubric API with request parameter include[]=assessments. Our developer key is allowed to access the scope "url:GET|/api/v1/courses/:course_id/rubrics/:id" (otherwise the API call would fail), but the assessments are not included in the response. We tried the same API with a personal access token and it did return the assessments. So our question is do we need access to additional scopes for the developer key in order to get the assessments?
