Differentiation Tags can be used with course announcements

Problem statement:

Instructors want to target course announcements to students in a Differentiation Tag using assign to. 

Proposed solution:

Show Tags as an option when selecting who an announcement is assigned to.

As I mentioned before in another thread, section functionality with group manageability is first glance dream implementation of tags.

Section functionality should be baseline so we can drop using sub-sections to obtain that functionality that groups do not possess.

Announcements is a clear example of section functionality that we want to be able to use tags for.

This would be great to be able to mirror all the functions of sections without affecting the SIS integration.  Announcements to specific tagged groups are on the top of the list we get for why sections are requested in a course.    

I am assuming the difficulty in coding is due to announcements displaying the section the announcement is meant for, while a tag needs to remain anonymous.  Is the ability to send announcements by a tag a feature on the roadmap so we can increase our specific interactions with students as needed?
