Allow sorting by section in speed grader through the teacher app

Provide an option in the app to sort speed grader by section. This feature is already available in speed grader through the web browser.

This feature is available for iOS and Android. 

On Android, it's pretty straightforward. You tap the Filter icon on the submission list and get the choice to select sections. 

On iOS, it's in the same place using the filter in the submission list, but a little more hidden. You need to scroll to the bottom of the filter list to see available sections. If only one section is available, you won't see any sections in the list.

@rseilham  that works! I do wish it was less hidden for iOS but t least the feature is there. Thank you!
