Conditional Release of a Module based on the Final Grade Override

Would it be possible to add a module (for us this would contain the learner's final completion certificate) based on the Final Grade Override being a certain percentage or grade that WE could assign in the gradebook?

Sorry, to be clear we would like to add this module and have it conditionally released based on a Final Grade Override in the gradebook being a certain percentage that we assign. For example if the Final Grade override is 80% or above the system would release a module containing their course completion certificate.
