Retrospective additions to BP courses should appear in the same spot in associated courses

It is not always the case that a resource/module needs to be synced to associated courses at the bottom of a module/modules.

There are many instances where a BP manager might want to retrospectively add a resource in between already synced resources and they DO NOT want that new resource to appear at the bottom of the module. Instead, they need it to appear at the exact spot within the module, IN BETWEEN already synced resources.

Only way to achieve that is to sync twice to force that resource to appear at the exact same spot in the associate courses (instead at the bottom).

This is surely a functionality that BP courses should have to maintain the alignment between BP and associated courses, namely, where resources appear in the BP course, should be the exact same spot as they appear in an associated course following a sync. The same applies to retrospectively added modules.
